Legislation & Policy Context
The National Affordable Housing Agreement (NAHA) is an agreement between the Commonwealth and the States and Territories, including the ACT. The NAHA commenced on 1 January 2009, with an aspirational objective “that all Australians have access to affordable, safe and sustainable housing that contributes to social and economic participation”. The NAHA replaces the former Supported Accommodation Assistance Program (SAAP) and Commonwealth State Housing Agreement (CSHA).
Subsequent to the NAHA, the National Partnership Agreement on Homelessness and the National Partnership Agreement on Social Housing were also agreed between the Commonwealth, states and territories, to implement specific strategies in these areas. These agreements are consistent with the Commonwealth Government’s The Road Home, White Paper on Homelessness, which set an ambitious target to halve homelessness by 2020 and offer supported accommodation to all rough sleepers who need it.
