Background
The Human Rights Commission’s report ‘The ACT Youth Justice System 2011’ (the HRC Report)
was released in July 2011.
The ACT Government response to the HRC Report was released on 18 October 2011.
The ACT Government response to the HRC Report was informed by the advice of the Youth Justice Implementation Taskforce (the Taskforce).
The ACT Government will release a Blueprint for Youth Justice in the ACT (Blueprint) as the key platform of the response to the HRC Report. The Blueprint will guide the strategic direction of the youth justice system in the ACT over the next 5-10 years. The Blueprint will take forward the key elements of a quality youth justice system identified by the HRC.
The Youth Justice Implementation Taskforce
The establishment of the Taskforce was announced by the Minister for Community Services in July 2011. The Taskforce has representatives from Government agencies and community organisations. Having provided advice to the ACT Government on the response to the HRC Report, the role of the Youth Justice Implementation Taskforce is to:
- Develop a Blueprint for Youth Justice in the ACT; and
- Monitor the implementation of the Blueprint over a period of 12 months.
Membership of the Taskforce comprises:
- Ms Emma Robertson, Director Youth Coalition of the ACT;
- Mr Peter Sandeman, Chief Executive Anglicare Canberra;
- Mr Danny O'Neill, Director – Adolescent Programs Richmond Fellowship;
- Mr Peter Murphy, Chief Executive Noetic Solutions Pty Ltd;
- Mr Rod Little, Chairperson Aboriginal and Torres Strait Islander Elected Body;
- Mr Brett Kidner, Superintendent ACT Policing (Ex Officio);
- Ms Katrina Bracher, Executive Director Mental Health, Justice Health and Alcohol and Drug Service, Health Directorate;
- Ms Julie Field, Executive Director Legislation and Policy Branch, Justice and Community Safety Directorate;
- Mr Stephen Gneil, Director Aboriginal and Torres Strait Islander Education and Student Support, Education and Training Directorate;
- Mr Adrian Makeham-Kirchner, Director Social Policy and Implementation, Chief Minister and Cabinet Directorate; and
- Ms Christine Nolan, Executive Director Office for Children, Youth and Family Support, Community Services Directorate (Chair).
Consultation: next steps
Consultation on the Blueprint for Youth Justice has now closed. The Taskforce will be considering the outcomes of the most recent consultations, along with comments relating to the:
- ACT Youth Justice System 2011: A Report to the Legislative Assembly;
- the ACT Government’s 2011 Discussion Paper, Towards a Diversionary Framework for the ACT;
- the ACT Young People’s Plan 2009-2014; and
- The Aboriginal and Torres Strait Islander Justice Agreement
Key outcomes and themes to emerge from the consultation will be collated and presented in a report that will be released in May 2012.
