The Red Tape Review
The Department of Disability, Housing and Community Services engaged MinterEllison Consulting to review administrative and regulatory requirements that apply to non-profit organisations in the ACT. The aim of the Review was to identify any areas of unnecessary compliance burden that may be modified, reduced or removed to assist the efficiency and viability of the non-profit sector in the ACT. The Report of the Review of Administrative Requirements of Non-profit Organisations in the ACT 2008 and the ACT Government's response to the report is now available.

They’ve gotta listen - Aboriginal & Torres Strait Islander Young People in Out of Home Care
In August 2004, the ACT Government developed an Implementation Strategy which responded to The Territory as Parent Report: A Review of the Safety of Children in Care of ACT and the ACT Child Protection Management (“Vardon”) Report. This outlined a 2-3 year reform program for the care and protection of children and young people, their families and carers in the ACT. A key goal of the implementation strategy was to ‘Improve service responses for Aboriginal and Torres Strait Islander children and young people and their families’ and to ‘Strengthen participation of children and young people in decision-making that affects their lives’.
The following report is based on research produced responding to key goals of the implementation strategy. The Department of Disability, Housing and Community Services has responded to this research paper which is also available for viewing.

Keeping Children and Young People Safe
The new provision in relation to Reporting Child Abuse and Neglect have been included in the Children and Young People Act 2008 and these commence from 27 October 2008.
The booklet Keeping Children and Young People Safe explaining the responsibilities and processes for reporting child abuse and neglect in the ACT, has also been revised to reflect the amendments to the Act and is available here as a draft. Hard copies of the new publication will be available in due course, please contact Learning and Community Education on 62071382 for more infromation about obtaining a copy when it becomes available.

Children and Young People Bill 2008
The Children and Young People Bill 2008
was introduced in the ACT Legislative Assembly on 6 March 2008 by the Minister for Children and Young People, Katy Gallagher and Attorney General, Simon Corbell.
The Bill proposes significant reform to the law relating to children and young people in the Territory, particularly in the areas of care and protection, youth justice, the regulation of childcare services and employment. The Bill will replace the Children and Young People Act 1999.
The Bill has been informed by a comprehensive review of the 1999 Act.

Vocational Employment Strategy
ACT Disability, Housing and Community Services (DHCS) has terrific opportunities for social workers and psychologists to work with children and young people.
The vocational employment strategy (VES)
82kb is a DHCS initiative designed for students in their final year (or near to final year) of psychology or social work studies, to gain work experience in semester breaks.
The program also encourages participants to consider further employment with DHCS once they have obtained their qualifications.

Portable Long Service Leave Scheme for the ACT Community Sector
In 2008 the ACT Government committed to introducing a Portable Long Service Leave Scheme for the ACT Community Sector by June 2010. The Scheme will allow for community sector workers to transfer long service leave entitlements as they change employers within the sector. It is anticipated that the community sector scheme will increase retention of workers in the community sector.
The Department of Disability, Housing and Community Services engaged Urbis to undertake a consultation process with the community sector and DeeDeeRa Actuaries to undertake an Actuarial Study on the ACT Community Sector. These reports will inform the attributes and scope of the Scheme. For the purpose of providing the community with background and scope of the Scheme the Minister for Community Services has released the two reports.

Third Progress Report
This is the third and final report on the implementation of the Caring for Carers in the ACT - A Plan for Action 2004-07. The report outlines the initiatives undertaken against the actions for the period 1 July 2006 to 31 December 2007 completing the life of the plan.
While all actions have been completed there are some initiatives that will continue to have an impact on the lives of carers as they are sustainable and/or have long term funding attached to them. The reporting on those initiatives will be included in the new model developed to implement the principles of the Caring for Carers Policy.
It reports progress made during 2006-07 and provides an overview of the key initiatives that are being undertaken across the ACT Government. This Report builds and extends the work that progressed the actions from the First and Second Progress Reports.
